FromSeptember 19 to 21, 2025, the Fourth Annual Academic Conference ofthe Fiscal History Research Committee of the Chinese Finance Societywas held at our university's Jiaoqiao Campus. The conference washosted by the Fiscal History Research Committee of the ChineseFinance Society, organized by theSchoolof Public Finance and Taxationof our university, and co-organized by the School of Marxism.Attendees included: Liu Shangxi, Researcher, Vice President andSecretary-General of the Chinese Finance Society; Liu Zuo,Researcher, Former Director of the Taxation Research Institute of theState Taxation Administration; Wang Wensu, Director of the Instituteof Chinese Fiscal History at the Central University of Finance andEconomics; Shen Xuefeng, Researcher, Standing Vice Chairman of theSpecialized Committee; Fu Zhiyu, Vice Chairman of the SpecializedCommittee; Shi Wei, Secretary-General of the Specialized Committee;Li Weiguang, former Chief Professor of Finance at Tianjin Universityof Finance and Economics; Professor Gong Rufu, President of theConfucianism and Legal Culture Branch of the Chinese Society of LegalHistory; Professor Wang Qiao, former Party Secretary of theuniversity; Professor Li Chungeng, Member of the Standing Committeeof the Party Committee and Vice President; and Professor Fang Yuming,Member of the Standing Committee of the Party Committee and VicePresident, attended the event. Professor Shu Cheng, AdministrativeHead of theSchoolof Public Finance and Taxation,presided over the opening ceremony. Over 80 experts and scholars frommore than 30 institutions, including the Chinese Academy of SocialSciences, the Chinese Academy of Fiscal Sciences, Peking University,Renmin University of China, Nankai University, Central University ofFinance and Economics, Zhongnan University of Economics and Law,Central China Normal University, Southwest Jiaotong University, andSouth China Normal University, participated in this academicconference.

Inhis address, Professor Fang Yuming emphasized that red financerepresents the crystallization of financial practices and theoreticalinnovations under the leadership of the Communist Party of China. Itnot only embodies invaluable experience from China's revolutionaryperiod of economic development but also constitutes a vital componentof the economic theory of socialism with Chinese characteristics.Research and exchange centered on the theme of “Practical Wisdom ofRed Finance and Taxation and Innovation in Fiscal Theory” holdsignificant importance for constructing an autonomous knowledgesystem of red finance, passing on the red gene, advancing thedevelopment of applied economics disciplines, and serving nationalstrategies. He also introduced the progress and status of ouruniversity's efforts in building this autonomous knowledge system ofred finance.

Theopening ceremony featured the unveiling of the “Red FinanceResearch Alliance,” jointly unveiled by Researcher Liu Shangxi,Vice President and Secretary-General of the Chinese Finance Society;Researcher Liu Zuo, former Director of the Taxation ResearchInstitute of the State Taxation Administration; Professor Wang Qiao,former Party Secretary of the university; and Professor Li Chungeng,Member of the Standing Committee of the University Party Committeeand Vice President.

Thekeynote address session was chaired by Researcher Shi Wei,Secretary-General of the Fiscal History Research Committee of theChinese Finance Society, and Professor Chen Rong, former PartySecretary of the School of Finance, Taxation and PublicAdministration. Presentations were delivered by Professor LiWeiguang, former Chief Expert of the Finance Discipline at TianjinUniversity of Finance and Economics; Researcher Liu Zuo, formerDirector of the Taxation Research Institute of the State TaxationAdministration; Professor Li Chungeng, Vice President and Member ofthe Standing Committee of the University Party Committee; ProfessorWang Wensu, Director of the Institute of Chinese Fiscal History atthe Central University of Finance and Economics; Professor Fu Zhiyu,Vice Chair of the Fiscal History Research Committee of the ChineseFinance Association; Professor Gong Rufu, President of theConfucianism and Legal Culture Branch of the Chinese Society forLegal History and Professor at the School of Law, East ChinaUniversity of Political Science and Law. Their presentationsincluded: “Review and Prospects of New China's Individual IncomeTax System Development,” “Building a Red Finance AutonomousKnowledge System,” “Fiscal History Research: Applying FiscalBottom-Line Thinking to Study the Foundational Logic of FiscalExistence (Steady State) and Development (Dynamic),” “‘DemocraticEvaluation’ or ‘Self-Reported and Actual Payment’?,” and“Property Tax Collection and Dispute Resolution by Local Assembliesin Jiangxi during the Republican Era: The Cases of Yifeng andWanzhai.”

Theacademic symposium comprised three parallel forums. The first forum,focusing on ancient Chinese fiscal history, featured one sessionchaired by Professor Wu Hong from ourSchoolof Public Finance and Taxation,with commentary by Chen Shuangzuan, Editor-in-Chief and Senior Editorof Taxation Research. The second forum, covering modern Chinesefiscal history, included two sessions. The first session was chairedby Dr. Xue Jingwen, Editor of Contemporary Finance and Economics,with commentary by Researcher Yi Fenglin, Deputy Director of theHistory Institute at the Jiangxi Academy of Social Sciences. Thesecond session, focusing on Modern Chinese Fiscal History, featuredtwo sessions. The first half was chaired by Associate Professor LiangChanglai, Vice Dean of theSchoolof Public Finance and Taxationat Henan University of Economics and Law, with commentary byProfessor An Jin, Vice Dean of theSchoolof Public Finance and Taxationat Inner Mongolia University of Finance and Economics. The thirdgroup focused on Contemporary Chinese Finance and Foreign FiscalHistory, comprising two sessions. The first session was chaired byDr. Wu Zongfu from ourSchoolof Public Finance and Taxation,with comments provided by Professor Yan Hao from the School ofFinance and Public Economics at Shanxi University of Finance andEconomics. The second session was chaired by Associate ResearcherGong Hao from the Institute of Contemporary China at the ChineseAcademy of Social Sciences, with comments provided by Professor WuPuzhao, Vice Chair of the Fiscal History Research Committee of theChinese Finance Society and Professor at theSchoolof Public Finance and Taxation,Shandong University of Finance and Economics. Each discussion groupfocused on topics including ancient Chinese fiscal history, modernChinese fiscal history, and contemporary Chinese and foreign fiscalhistory. Thirty-five experts, scholars, and doctoral/master'sstudents shared their latest research findings.

Thesuccessful convening of this academic conference has broadenedperspectives and approaches in fiscal history research. It reviewedthe historical evolution of China's fiscal system, summarized thehistorical experience gained by the Communist Party of China inleading fiscal and economic construction, development, and reform.The conference promoted the practical wisdom of red fiscal andtaxation practices alongside innovation in fiscal theory, advancedthe establishment of an autonomous knowledge system in Chinese fiscalhistoriography, and served as a significant catalyst for deepeningacademic collaboration and research exchange in red finance studies.
