OnNovember 22, 2025, the “11th Forum for Mid-Career and Young FinanceScholars and the Outstanding Graduate Forum on ‘Fiscal Theory andPolicy’” was successfully held at the Jiaoqiao Campus of JiangxiUniversity of Finance and Economics. The event was hosted by JiangxiUniversity of Finance and Economics and organized by itsSchoolof Public Finance andTaxationand the Center for Fiscal and Tax Research. The forum broughttogether over 100 experts and scholars from more than 30 universitiesand research institutions, including Tsinghua University, ZhejiangUniversity, Renmin University of China, Xi'an Jiaotong University,Shandong University, Xiamen University, Shanghai University ofFinance and Economics, Central University of Finance and Economics,Zhongnan University of Economics and Law, Southwest University ofFinance and Economics, and Dongbei University of Finance andEconomics. It also received strong support from academic journalssuch as Fiscal Research, Taxation Research, Journal of Finance andEconomics, and Contemporary Finance and Economics. The openingceremony was presided over by Professor Shu Cheng, Vice Dean (incharge of administrative work) of theSchoolof Public Finance andTaxationat Jiangxi University of Finance andEconomics.

ProfessorHe Danjun, Member of the Standing Committee of the Party Committeeand Vice President, extended a warm welcome to the attending expertsand scholars on behalf of the university in his opening remarks. Heprovided an overview of the university's fundamental profile, its“Three-Three System” disciplinary framework, and the advancementof its “Three Major Transformations.” He emphasized that financeserves as the foundation and vital pillar of national governance. Henoted that enhancing the role of fiscal functions to serve China'smodernization and advance the construction of a modern socialistcountry represents a significant mission for scholars in fiscaltheory. Centered on the theme “Theoretical Innovation and PracticalPathways for Deepening Fiscal and Tax System Reform,” this forumserves both as a key initiative to implement the spirit of the FourthPlenary Session of the 20th CPC Central Committee and as ahigh-caliber academic gathering aligned with contemporary demands. Heexpressed anticipation for in-depth exchanges and extensivediscussions among experts and scholars, hoping they would contributefresh perspectives, concepts, and approaches to the reform anddevelopment of fiscal and taxsystems.

Thekeynote presentation session featured Professor Yang Canming, formerPresident of Zhongnan University of Economics and Law; ProfessorJiang Jinfu, former Party Secretary of Jiangxi Academy of SocialSciences; Professor Xie E from the School of Economics at ShandongUniversity; Professor Chu Deyin,VicePresidentand Member of the Standing Committee of the Party Committee at AnhuiUniversity of Finance and Economics; Professor Bai Yanfeng fromtheSchoolof Public Finance andTaxationat Central University of Finance and Economics; and Professor LiuYongzheng from the School of Finance and Banking at Renmin Universityof China. Their presentations respectively covered: “SeveralPerspectives on Boosting Consumption” “Research on theRelationship Between Population Structure and Tax System Structure,”“Effectiveness of Tax Reduction Policies and Enhancement ofCorporate Innovation Quality,” “Pathways to Enhance FiscalSustainability in China During the 15th Five-Year Plan Period,” and“China's Fiscal and Tax System Reform and Fiscal Policy Orientationfor the 15th Five-Year Plan.” The keynote session was chaired byProfessor Fu Wenlin, Dean of theSchoolof Public Finance andTaxationat Zhejiang University of Finance andEconomics.







Theparallel sessions featured four parallel forums and four graduatestudent forums. Among the parallel forums, Forum 1A, themed “BudgetManagement and Expenditure Adjustment,” was chaired by Guo Xiaohui,Editor of Fiscal Research; Forum 1B focused on “FiscalSustainability,” chaired by Professor Fu Wenlin from ZhejiangUniversity of Finance and Economics. Forum 2A explored “SocialSecurity and Public Policy,” chaired by Professor Xu Jing fromSouthwestern University of Finance and Economics. Forum 2B examined“Effectiveness of Fiscal and Tax Policies,” chaired by AssociateProfessor He Fan from Jiangxi University of Finance and Economics.Forum 3A addressed “Active Government and Efficient Markets,”chaired by Lecturer Su Yunqing from Shandong University of Financeand Economics. Forum 3B focused on “Public Services and RegionalCoordinated Development,” chaired by Professor Sun Kunpeng fromCentral University of Finance and Economics. Forum 4A addressed“Economic and Social Impacts of Tax Policies,” moderated byAssociate Editor Yu Jiayin from the editorial department of TaxationResearch; Forum 4B examined “Fiscal Pressures and PolicyCoordination Responses,” moderated by Lecturer Zhu Zhiqi fromTianjin University of Finance andEconomics.

Thegraduate student forum also featured four panels comprising eightsessions. Panel 1A, themed “Local Government Debt Governance,”was moderated by Professor Zhu Dan from the editorial department ofCaijing Forum, with commentary provided by Professor Zhang Mingangfrom Tsinghua University. Panel 1B focused on “Local GovernmentDebt and Fiscal Sustainability,” moderated by Professor Zhu Dan,with commentary by Associate Professor Ouyang Jie from ZhongnanUniversity of Economics and Law. Forum 2A centered on “TaxAdministration and Taxpayer Behavior,” chaired by Dr. Lin Chao fromRenmin University of China, with commentary by Professor Sun Kunpengfrom the Central University of Finance and Economics. Forum 2Baddressed “Tax Incentives and Investment Motivation,” chaired byDr. Lin Chao, with commentary by Professor Xu Jing from SouthwesternUniversity of Finance and Economics. Forum 3A explored “Digital andLand Economies,” chaired by Professor Zhou Quanlin from theeditorial department of Contemporary Finance, with commentary byProfessor Li Rong from Renmin University of China. Forum 3B focusedon “Policy Coordination and Corporate Behavior,” chaired byProfessor Zhou Quanlin with Associate Professor Ye Yongwei fromShanghai University of Finance and Economics providing commentary.Forum 4A addressed “Income Security and Inequality,” chaired byDr. Xue Jingwen from the Editorial Department of the Journal ofJiangxi University of Finance and Economics with Professor Zhao Yingfrom Zhongnan University of Economics and Law providing commentary.Forum 4B centered on “Healthcare Security and Public Services,”chaired by Dr. Xue Jingwen with Associate Professor Zhang Muyang fromShanghai University of Finance and Economics providingcommentary.


Parallelforums and graduate student forums conducted in-depth discussions oncore topics including fiscal sustainability, tax system reform, andpublic administration. Forty-eight experts, scholars, and graduatestudents showcased their latest research findings, fostering avibrant academic atmosphere and yielding fruitfulexchanges.
Thisforum featured broad perspectives, substantive content, and livelyintellectual exchanges, offering valuable insights for deepeningfiscal and tax theory research and advancing fiscal and tax systemreform. Its successful convening not only promoted academic exchangeamong domestic universities and research institutions but alsoprovided a vital platform for young and mid-career finance scholarsand graduate students to showcase their work and exchangeideas.
